  「これからどこで…」野宿者途方に　あいりん総合センター強制退去（毎日新聞） 毎日新聞 あいりん総合センター前で行われた野宿者の強制退去＝大阪市西成区で2024年12月1日午前9時47分、望月亮一撮影 　かつて国内最大の日雇い労働者の街として知られたあいりん地区（通称・釜ケ崎）＝大阪市西成区＝で1日、大阪地裁が地区の象徴だった労働者支援施設「あいりん総合センター」から野宿者を強制的に立ち退かせる強制執行を実施した。センターは耐震性の問題などから2019年に閉鎖。立ち退きを命じる判決が24年5月に確定していた。強制退去で、大阪府・市による施設の解体・再整備が前進する。  【写真まとめ】あいりん総合センター前で行われた野宿者の強制退去の様子  　同センターの敷地を対象にした野宿者の強制退去は初めて。センターは国と府市が1970年に開設した。地下1階、地上13階建てで、日雇い労働者が医療を受ける病院や市営住宅、仕事を紹介する西成労働福祉センターなどが入っていた。 　府は老朽化と耐震性の問題から、19年にセンターを閉鎖。病院と市営住宅は近くに移転した。市は跡地に新たな労働施設のほか、子育てや就労の相談ができるワンストップ窓口、住民や旅行者が集まる多目的オープンスペースなどを設ける基本構想を策定。22年度までにセンターを解体し、24年度までには労働施設の建て替え工事を終える計画だった。 　しかし、センター閉鎖後も敷地内では野宿者らが「（センターは）唯一の生活拠点」と主張し、生活を続けた。そのため、府は20年に立ち退きを求めて大阪地裁に提訴。野宿者側は憲法上の居住移転の自由や生存権などを根拠に生活の保障を求め、府による立ち退き請求は「行き場のない人を追いやり、権利の乱用だ」と主張して争った。 　21年12月の1審・大阪地裁判決は、行政が生活保護の受給や居宅確保などの支援をしていることなどを挙げ、野宿者らに立ち退きを命じた。22年12月の2審・大阪高裁も支持し、最高裁は24年5月に上告を棄却、判決が確定した。府市は野宿者に移転先の紹介や福祉支援の提案などを進めていた。 　あいりんを拠点に生活困窮者の支援に取り組む「釜ケ崎支援機構」によると、90年に1日平均約1万人だった日雇いあっせん数は近年、10分の1程度に減少。センター敷地内や周辺では直近まで野宿...
