  立民が「いったん4万円支給」案　給付付き控除設計、与党と協議へ（時事通信） 時事通信 立憲民主党のロゴマーク 　立憲民主党のプロジェクトチーム（PT）がまとめた「給付付き税額控除」の制度設計案が26日判明した。  【動くグラフ】政党支持率の推移  　4万円を国民全員に一律で支給した上で、所得が増えるほど税率が上がる所得税を通じ、最終的に受け取る額を調整する仕組み。党内には本来想定していた形と異なるとの異論もあり、曲折も予想される。 　給付付き税額控除は立民が参院選公約で物価高対策として掲げたもので、自民、公明両党との党首会談で、制度設計に向けて協議することで合意している。政調会長間の協議が30日に始まる見通しだ。 　4万円は食料品にかかる消費税の平均的な負担額から算出した。公金受取口座を活用し、「プッシュ型」で全国民にいったん給付。最終的な給付額は所得税の課税額により調節する。 　夫婦の一方が働いており、子どもが2人いる場合、年収670万円未満の世帯は1人当たり4万円を満額受け取れる。670万円以上1232万円未満の世帯は所得が多いほど最終的な受取額が減少。1232万円以上の世帯は実質ゼロとなる。 　必要な財源は約3兆6000億円を見込み、確保策として金融所得課税の強化などを想定している。 　給付付き税額控除は本来、所得税を減税し、納税額が少なく減税しきれない場合は給付で補う制度。ただ、実現するためには国民の所得・資産の把握が必要となる。PTはこの形式を実現するには時間がかかるとみて、過渡的な案として制度設計案を作成したが、党内では「事実上の給付案ではないか」と戸惑う声も出ている。

  笠井信輔が緊急入院、がん再発懸念も診断結果は帯状疱疹「２週間すべてのお仕事をお休み」（日刊スポーツ） 日刊スポーツ 22日に緊急入院し、帯状疱疹（ほうしん）と診断され、2週間の休養を発表した笠井信輔 　フリーアナウンサー 笠井信輔 （62）が25日、ブログを更新。「突然ですが、入院しました。報告が遅れましたが、月曜日に入院いたしました」と、22日に緊急入院していたと明らかにした。右目が腫れ、開かない状態になったという。  【写真】片目を閉じたまま………  　19年12月に悪性リンパ腫の「 びまん性大細胞型B細胞リンパ腫 」と診断され、翌20年に完全 寛解 した経緯もあり、再検査を受けた。その結果、がんの再発ではなかったが、 帯状疱疹 （ほうしん）の悪化と判明。「入院は2週間になるそうです。本当に残念で悔しいのですが、その間、すべてのお仕事をお休みさせて頂くことになりました」と向こう2週間、休養すると発表した。 　笠井は「このところ喉の調子が悪く、咳き込むこともあったのですが、コロナではなく、副鼻腔炎と言う診断でしたので体調を見ながらそのまま働いておりました」と、体調が思わしくなかったとつづった。「そのうち右の鼻の根元におできのようなものができ、右まぶたが腫れ上がって開かなくなってしまったので、休日でも診ていただける眼科へ　結膜炎だが他の人に感染するものではないと言う診断が下り」と、当初は結膜炎と診断されたと続けた。 　その後、「松山での講演会　血液学会のリンパ腫・市民公開講座のオンライン生配信番組の司会など片目が開かない状況で仕事をさせていただきました」と、不調のまま仕事を継続していたという。そして月曜日に「Tokyo MXTVのレギュラー朝のニュース番組『おはリナ』に出演」した後、「そのまま『念のため別の病院で診てもらおう』と思い診察を受けたところ、思っていた以上に状況が悪い…とわかり　すぐに緊急入院となってしまいました」と経緯を説明した。 　当時を振り返り「恐れていたのは－－がん、リンパ腫の再発です。『入院』と聞けば、悪性リンパ腫はいろいろなところに出現するので、目に悪さをしているのでは、という感覚になりました」と、がんの再発が脳裏をよぎったとつづった。「さまざまな検査の結果、がんの再発ではないだろうということがわかり、ひとまずほ...
