  大阪・関西万博「死にチケット」140万枚はなぜ生じた　協会、払い戻しなしに渦巻く疑問（産経新聞） 産経新聞 多くの人でにぎわう大阪・関西万博会場。すでに来場予約は閉幕日まで埋まっている＝19日午後、大阪市此花区（南雲都撮影） 大阪・関西万博で、10月13日の閉幕までの来場予約枠がすべての時間帯で埋まったことが20日、分かった。購入されたものの未使用の入場券が、少なくとも140万枚ある。使いたくても使えない「死にチケット」が大量に出る可能性が高いが、運営する 日本国際博覧会協会 は払い戻しを行わないとしている。購入しながら来場できない数が多ければ、入場券販売の制度設計に甘さがなかったか問われそうだ。  【実際の写真】「許せない」「かわいそう」　万博の「ぬいぐるみベンチ」に疑問・批判の声  協会は期間中の来場者数を2820万人と想定し、この8割に相当する2300万枚を販売する計画を立てた。大阪市の人工島・夢洲（ゆめしま）（大阪市此花区）で開催したことから地下鉄やバスなどの輸送能力に限界があることに加え、「並ばない万博」を目指したため、来場日時の 事前予約 制を採用。東ゲート、西ゲートでそれぞれ午前9時、10時、11時、正午、午後5時の5区分がある。 しかし、開幕直後から入場ゲートには来場者が連日、行列をなし、協会が掲げた「並ばない万博」は早くから 形骸化 していた。さらに終盤の駆け込み需要で連日20万人前後が押し寄せる盛況ぶりをみせ、公式サイトでは、閉幕までほぼ全日の予約枠が「空き枠なし」と表示されている。キャンセルで空きが出てもすぐに埋まるため、予約は困難となっている。 協会は予約枠の拡大はしない方針で、協会幹部は「来場者が安全・快適に過ごせるのにギリギリの状況だ」と説明する。 万博の一般来場者数は18日時点で累計2003万7千人（速報値）となり、2千万人を突破した。一方で、入場券販売枚数は12日時点で累計約2142万枚となっていて、単純計算で約140万枚が使われていないことになる。 何度も入場できる「通期パス」や「夏パス」が約68万枚売れており、これらを使った人も来場者にカウントされている。協会は使われていない券の数を公表していないが、未使用の券は200万枚近い可能性もある。 入場券を持っていても、開幕してしばらくは「様子見」で来場の...
