  立民が「いったん4万円支給」案　給付付き控除設計、与党と協議へ（時事通信） 時事通信 立憲民主党のロゴマーク 　立憲民主党のプロジェクトチーム（PT）がまとめた「給付付き税額控除」の制度設計案が26日判明した。  【動くグラフ】政党支持率の推移  　4万円を国民全員に一律で支給した上で、所得が増えるほど税率が上がる所得税を通じ、最終的に受け取る額を調整する仕組み。党内には本来想定していた形と異なるとの異論もあり、曲折も予想される。 　給付付き税額控除は立民が参院選公約で物価高対策として掲げたもので、自民、公明両党との党首会談で、制度設計に向けて協議することで合意している。政調会長間の協議が30日に始まる見通しだ。 　4万円は食料品にかかる消費税の平均的な負担額から算出した。公金受取口座を活用し、「プッシュ型」で全国民にいったん給付。最終的な給付額は所得税の課税額により調節する。 　夫婦の一方が働いており、子どもが2人いる場合、年収670万円未満の世帯は1人当たり4万円を満額受け取れる。670万円以上1232万円未満の世帯は所得が多いほど最終的な受取額が減少。1232万円以上の世帯は実質ゼロとなる。 　必要な財源は約3兆6000億円を見込み、確保策として金融所得課税の強化などを想定している。 　給付付き税額控除は本来、所得税を減税し、納税額が少なく減税しきれない場合は給付で補う制度。ただ、実現するためには国民の所得・資産の把握が必要となる。PTはこの形式を実現するには時間がかかるとみて、過渡的な案として制度設計案を作成したが、党内では「事実上の給付案ではないか」と戸惑う声も出ている。
